The purpose of this project is to enhance the impact of the COP3 conference by using the most advanced information technology to broadcast its meetings to the entire world via the Internet. These goals have been defined in a Memorandum of Understanding between the Climate Change Secretariat (UNFCCC) and the COP3 Information Support Committee of Kyoto.Also, to heighten interest in the conference in the local communities, those Internet broadcasts will be shown at TV-level clarity at several central spots in the Kansai region.
- 1.Photography and sound recording of the conference for live Internet broadcasts, as well as stock accumulation of those materials for public viewing after the completion of the conference.
- 2.Usage of high-speed-Internet-lines to facilitate the showing of live and recorded broadcasts at TV-level clarity at the following spots:
・Kyoto Trade fair Center - ECO Japan event
・Osaka Business Park (OBP) - Twin Tower National Tower
・Kobe subway - Sannomiya Station
・Rokko Island - Fashion Mart complex
An idea to broadcast the conference images in the Kobe area via cable TV is currently being studied.

・Special Sessions (4-5 per day)
Japan's leading technology academics and industry people have designed this system to cope with the huge demand for information transfers and number of access hits the COP3 conference is expected to generate. The system's special features include the following:
- 1.Mirroring servers in various parts of the world are used to reduce the burden and guarantee stable connections.
- 2.To facilitate quick and easy access, connecting routes between the mirroring servers have been specially programmed.
- 3.To allow users of various computer types to use the system, the visual images and sound will be provided in several formats.
- 4.To eliminate time difference problems an archive of all recorded images and sound will be created, enabling users to access their information of choice at any given time.
- 5. High-speed-Internet-lines and digital video technology (DV) will be used to facilitate the showing of live and recorded broadcasts at TV-level clarity at several spots in the Kansai region. Also, an idea to broadcast the conference images via cable TV in the Kobe area is currently being studied
